Barrons report says
SHARES OF THE information-technology-services provider SAIC have been driven down by a weak top-line in the second-quarter. Now the chief executive is signaling it's time to snatch up shares at a bargain, buying $384,400 worth.

CEO Walter Havenstein bought 25,000 shares of SAIC (ticker: SAI) at an average price of $15.38 each on Sept. 14.

After the purchase, he held 286,841 shares directly and indirectly. Havenstein's stake is worth far less than 1% of SAIC's outstanding shares.

An SAIC spokeswoman did not return a call seeking comment on the purchase.

SAIC shares have fallen 13% in the past three months, compared to a less- than-1% gain for the Dow Jones Computer Services index. The Standard & Poor's 500 also gained less than 1% over the period.

Havenstein has been at the company for about a year. His last open-market purchase was in December 2009 when he bought 28,000 shares at an average price of $19.34 each.

Investors who followed him then would have been disappointed: The stock hit a 52-week high of $19.76 in March, but has fallen more than 20% in the months since.

Still, analysts say, things are looking up for the company as new-business development gains momentum. Joseph A. Vafi, an analyst with Jefferies who follows information-technology services companies, wrote in a recent research report that revenue should recover over the next couple quarters, especially against easy year-ago comparisons.

"With another quarter of robust bookings, submitted proposals at record levels, and ample balance-sheet capacity, we see an attractive risk-reward in SAIC shares at current levels," wrote Vafi, who rates the stock at Buy with a $23 price target.

Through a variety of subsidiaries, SAIC provides and supports aerospace systems, emergency-management consulting and cyber security, oversees health-care programs for government payers, among numerous other services.
